By adopting an intersectional lens, the PERSON project investigates the digital transformation of Public Employment Services and its implications for social inclusion. Supported by a Marie Skłodowska-Curie Actions (MSCA) Global Fellowship, this research uses the theoretical framework of street-level bureaucracy to explore how public job-matching platforms and emerging generative AI tools reshape front-line workers’ practices, discretion, and the digital bureaucratic encounter between citizens and Public Employment Services. This transition directly impacts the delivery of welfare and the accessibility of services forjob seekers. To provide a comprehensive comparative perspective, the empirical research is conducted across three distinct institutional contexts characterized by different levels of digitalization: Italy, Québec, and the Netherlands.
